FROM THE HISTORY OF MILITIA TRAINING
The first militia schools were founded in Moscow in May 1918, then in Petrograd in April 1919. They trained law enforcement officers for Moscow, Petrograd, Kiev and then for the whole country. The number of qualified militia workers was insufficient. That was some new militia schools and courses were opened in different cities of Russia.
The teachers of the first militia schools and courses were the newly formed Soviet militia’s workers. Being practical workers they prepared the students to perform their duties of a law enforcement officer property.
The term of studies at those first militia schools and courses was not very long - about three or four months. Some of those schools and courses were the basis for the secondary and higher militia schools opening all over the country.

Преподаватели первых школ милиции и курсов были сотрудниками недавно сформированной советской милиции. Являясь действующими сотрудниками, они готовили курсантов для исполнения обязанностей офицеров по охране правопорядка.
Срок обучения в тех первых школах и курсах милиции не был очень длинен - приблизительно три или четыре месяца. Некоторые из тех школ и курсов стали основой для создания средних и высших школ милиции, открывающихся по все стране.

THE BRITISH POLICE
The British police officer – sometimes called the “bobby” after Sir Robert Peel, the founder of the police force – is well-known figure to everybody, who sees British films. Policemen keep law and order either walking in the streets or driving in cars. In Britain the police are organized very differently from many other countries. Britain has no national police force, instead, there is a separate police force for each of 52 areas into which the country is divided. Each has a police authority – a committee of local county councilors and magistrates.
It is unusual for members of one force to operate in another’s area unless they are asked to give assistance. A Chief Constable (their senior officer of a force) sometimes may ask for assistance of London’s police force, based at New Scotland Yard – known simply as “the Yard”.
The British police generally do not carry guns, except in North Ireland. Only a few police are regularly armed – for instance, those guard politicians, diplomats or who patrol airports.
