One of these groups was definitely the Soviet Union.  At that time America and Russia were at cold war demonstrating each other their military potential. Another group were the former colonial territories with dictators. One more group were the countries to the south of the USA.  I think he meant Mexico and South America. Another group were the American allies.  He mostly meant Great Britain and France.
