A crime and offense are alternative words, which determine an act or omission punished by law.Two points should be added : an act made by someone who legally incompetent is not a crime. Crime is not a crime except situation at the time it was committed, this act was determined as a crime by the law. For example: the speed limit in your state is seventy miles an hour. It will be lowered to sixty by statute at some date. You can continue legally travel at seventy, until that date. Criminal law is changeable. No law can say that something is illegal if that was legal when it was done. The difference between crime and tort is that crime is related for actions harm to society whereas a tort is regarded as an injury to person. The state brings the suspected into court. The state protects the public by setting criminal process in motion. If someone has damaged you either you may or may not involve in a violation of law, you must bring the legal action in a civil court.Of course, an act may be both a crime and a tort. If you drive so fast that lose control of your car, and ruin someone's store, it is double and crime and tort.
